By the time they get on the water, many boaters have made their first mistake. They assumed they don't need special training. More than 40 percent of boat operators killed on U.S. waters between 2001 and 2005 never received boater education, according to a Gannett News Service analysis of boating accidents reported to the Coast Guard.
